This Reform policy paper assesses the progress made by elite universities in their efforts to improve access for disadvantaged students.
For the third year running, this report ranks 29 elite universities on their progress in recruiting students from disadvantaged backgrounds. It also assesses how the higher education landscape has changed in the last year, including the impact of the new higher education regulator, the Office for Students.
Finally, it recommends ways to understand the sector can further its efforts to ensure students from all backgrounds can benefit from higher education, including developing a better measure of disadvantage.
