The development of Integrated Care Systems (ICSs) in England offers an opportunity to shift the dial on health outcomes and ensure the future sustainability of the NHS. By bringing NHS providers, local authorities, and representatives of the VCSE sector together, ICSs can help join up care around the needs of patients and deliver better value to taxpayers by driving investment in those parts of the system best equipped to boost health.
However, fully realising the potential of integration will require an effective enabling framework, a shift in mindset among system leaders, and a new approach to accountability to ensure that systems are truly delivering value. Major questions remain to be answered on how to make the ICS model a true ‘partnership of equals’ between the NHS and local authorities, the ongoing role of central government and NHS England, and how to match local autonomy with effective national standard setting.
Reform is delighted to be hosting a roundtable discussion led by Rt Hon Patricia Hewitt to reflect on the findings of her review on the oversight and governance of Integrated Care Systems.
