Reform is delighted to be hosting a panel event at the Conservative Party Conference in partnership with Newton Europe.

Whitehall has many great strengths, from the adaptability of its civil servants, to its world-class policy professionals. But these strengths are matched by significant challenges: from a shortage of delivery and technical skills, to insufficient diversity and an over-reliance on process. For any government looking to translate political priorities into on-the-ground impact, Whitehall must be reformed.  

The Government has already done much to reform the Whitehall machine. From the changes introduced by Lord Maude through to the more recent ‘Declaration on Government Reform’, major changes have been made to improve to how Whitehall functions – boosting digital capability, harnessing the power of data, embedding evaluation, opening up civil service recruitment and moving roles out of London.
